DEPARTMENTS:
OFFICE OF THE CHAIRPERSON:
The Chairperson shall carry out the following responsibilities
He/she shall:
- Recommend his/her deputy for appointment to the Board of Trustees;
- Preside over all Board of Trustees meetings and the General Assembly;
- Be the official representative of the Council internally and internationally;
- Implement resolutions and policies of the General Assembly;
- Organise, plan, set goals and develop policies together with the Board of Trustees members;
- Familiarize him/herself with the churches, resources, and other likeminded organisations for the good of the Council;
- Meet and work with heads of Churches to fulfil the vision and mission of the Council;
- Be the Primary signatory to the Council accounts and official documents;
- Supervise the work of Board of Trustees;
- Take decisions in consultation with other members of the Board of Trustees; and
- Suspend or dismiss any executive member in consultation with other executive members if wanting in the execution of their duties or found miss-using their power, assets and properties of the Council.
OFFICE OF THE SECRETARY GENERAL
The following are the duties and responsibilities of the Secretary General.
He/she shall:
- Be the head of administration and Chairperson of the Executive Committee;
- Preside over all meetings of the Executive Committee;
- Be the secretary to the Board of Trustees;
- Issue and keep all official seals and documents of the Council;
- Be asecondary signatory to all cheques of the Council;
- Prepare annual report, policies and programs of the Council and submits them to the Board of Trustees;
- Consulting with the Chairperson in all matters of Executive administration;
- Prepare agenda meetingsand venues in consultation with the Chairperson of the Board of Trustees;
- Supervise all Secretaries; progress, programs and projects executed by the Council;
- Plan, coordinate and facilitate the implementation of all department;
- Monitor the progress and achievement of each department;
- Prepare and develop job descriptions for department officers;
- Facilitate equal opportunities (education, capacity building, scholarship, etc.) to member churches;
- Ensure equal gender participation in Council programs and activities;
- Develop guideline policies for projects implementation;
- Organize regular meetings within departments to stirrup productivity;
- Identify special areas of interest and informing the Executive Committee on those matters; and
- Assign duties to the deputy Secretary General and other senior officers.
SECRETARIES:
The day to day activities of the Council are run by the Secretaries given below:
SECRETARY FOR FINANCE AND LOGISTICS
He/she shall:
- Be the finance manager of the Council
- Be the procurement officer of the Council
- Collect and receipt registrations and all annual subscriptions fees of the member churches
- Receive all funds and transfer them into the bank account within three days of receipt
- Prepare the council annual budget in consultation with Chairperson and Secretary General
- Develop financial policies in collaboration with the Chairperson and Secretary General in preparing financial reports of the Council
- Be a co-secondary signatory to all the Council cheques and accounts
- Issue out payments approved by the Chairperson and Secretary General
- Purchase Council equipment and requirements as stipulated by the Board of Trustees.
- Prepare for both internal and external audits
SECRETARY FOR ADMINISTRATION:
He/she shall
- Make sure the offices are clean and ready for daily activities
- Make sure basic services to the staff like breakfast, lunch, water, generator etc. are in place daily
- Manage and maintain office equipment like computers, printers, photocopiers, networks, office furniture, vehicles, buildings etc
- Keep records of Council assets and inventories
- Organize and coordinate meetings with the support staff and other secretaries
- Sort and distribute incoming and outgoing mail
- Handle internal or external communication or management systems
- Manage clerical or other administrative staff(support staff)
- Help in recruiting support staff for the council
- Prepare budgets of the Administrative department
- Prepare job descriptions for the support staff
- Do any other assigned duties by the Secretary General
SECRETARY FOR MEDIA AND INFROMATION
He/she shall
- Be the official spokesperson of the Council
- Prepare speeches, Council newsletters, brochures, web pages, broadcast scripts and other information
- Update the Council media whenever possible
- Coordinate major public relations or advertising campaigns on the Council media
- Coordinate conferences both internally or externally
- Be the photographer of the Council
- Maintain contacts with other media outlets to promote Council programs
- Source relevant information in hard or electronic format to individuals, other secretaries, Council members, etc.
- Classify and store information for ease of access and retrieval
- Answer information related questions from within the Council and from the public where appropriate
SECRETARY FOR PUBLIC RELATIONS AND PROTOCOLS
He/she shall:
- Develop public relations policies for organization of the Council in consultation with the Chairperson and the Secretary General
- Promote and maintain good relations between the Council and any other relevant institutions
- Portray the good image of the Council to all who are interested in supporting its activities
- Handle all protocol matters
- Coordinate regional and international relationships
- Promote strategic relationship and partnerships with other likeminded groups or individuals
- Develop and maintain the Council website, email and other means of communications.
- Protect the privacy /confidentiality of the Council documents, public relations policy and engagements
- Organize Council press conferences in consultation with the Chairperson and Secretary General
- Develop Council media such as newsletters, magazines, and other publications
- Make travel, booking and accommodation arrangements, for Council officials visits and mission etc.
- Report to the Secretary General
- Carry out any other duties and assignment given by the Secretary General
SECRETARY FOR REGISTRY
He/she shall:
- Register and keep records of Council member churches
- Issue out registration certificates to Council members
- Prepare application forms, certificates and other relevant documents approved by the Chairperson
- Develop guide lines for registration processes and requirements
- Carry out any assigned duties
SECRETARY FOR MONITORING AND EVALUATION
He/she shall:
- Design and plan monitoring system for Council operations and programs
- Lead evaluation and monitoring team in collecting quantitative and qualitative data on all Council programs
- Document and keep Monitoring and Evaluation results and reporting recommendations to the Secretary General all periodic production reports as required by the Council.
- Assist the various teams in data collection and planning, implementation and evaluation programs and activities e.g. assessment and workshops
- Train the Council’ staffs in data collection, Monitoring and Evaluation Methodology in general
- Interpreting results and using them for program improvement.
- Maintain database and ensure program details are current as well as identifying process improvements
- Carry out any other duties assigned or entrusted to him/her by the Chairperson or Secretary General
SECRETARY FOR EVANGELISM AND MISSION
He /she shall perform the following duties:
- Make assessment on potential areas for conducting joint open air meetings (crusades), conferences and seminars etc.
- Coordinate national and international evangelism activities and programs
- Plan, make evangelism and missions budget and submits them to the Secretary General
- Organizing missions and sending missionaries to identified areas as approved by the Council
- Doing any other assigned duties to him/her by the Secretary General
SECRETARY FOR EDUCATION AND SOCIAL SERVICES
He/she shall perform the following duties:
- Plan, coordinate and implement educational activities approved by the Council
- Make budgets on educational and social services and submitting them to the Secretary General
- Building members capacity through languages (English, Arabic, etc) and ICT training
- Supporting health campaigns, HIV/AIDS Awareness, immunizations, etc.
- Supporting agricultural activities for food security in the communities e.g. providing seeds, fertilizers, farming tools and equipment.
- Provision of water and boreholes, to communities in need
- Supporting educational activities among the member churches
- Developing sound religious education for schools e.g. primary, secondary, colleges etc.
- Conduct workshops and seminars on social matters in the member churches
- Building and maintaining training centers for academic excellence e.g. Council Colleges, Institutes etc.
- Doing any other assigned duties to him/her by the Secretary General
SECRETARY FOR RELIEF AND REHABILITATION
He/she shall perform the following duties:
- Plan and budget for relief activities approved by the Council
- Carry out assessment in the vulnerable and affected communities by natural disasters like famine, floods, war/conflict etc. and reporting the findings to the Secretary General
- Mobilize churches to participate in provision of relief services to the needy
- Receive relief items from the member churches, organizations and government agents
- Keep records of relief items received by the Council
- Organize delivery of relief services to the needy communities identified by the Council
- Compiling reports on relief activities conducted by the Council
- Doing any other assigned duties to him/her by the Secretary General
SECRETARY FOR PEACE AND RECONCILIATION
He/she shall perform the following duties:
- Mobilize churches to participate in peace activities in the Nation
- Plan and make budgets for peace building and trainings approved by the Council
- Organize peace education workshops, conferences or seminars across the communities
- Facilitating national peace initiative or dialogue, for conflict resolution in the communities
- Conducting trauma counseling and training in the Communities
- Establishing trauma healing center for rehabilitating affected persons
- Help bring together conflict affected communities or individuals by encouraging forgiveness, peace and reconciliation.
- Doing any other assigned duties to him/her by the Secretary General
SECRETARY FOR STATES COORDINATION
He/she shall:
- Coordinate Council activities with the various States offices
- Assist participation of State officers in identifying and preparation of potential Council projects in the States
- Ensure that the Council employees dispatched to work in various States are well connected with the Headquarters
- Ensure that all Council programs are working smoothly at State level.
- Facilitate programs and coordinate with local authorities in any State.
- Update the Executive Committee regularly on the progress of Council programs in the States
- Organize, develop and maintain State Review teams, link them to resources and strategies
Maintain excellent working relationships with State officers and serve as liaison to State teams.
SECRETARY FOR BUDGETING AND PLANING.
He/she shall
1) Create co-ordination among the other Secretaries and gives guidelines for all matters relating to budgets.
- Act as a secretary of budget committee.
- Revise and amend the budget manual as and when required.
- Advise the budget committee on all budget matters.
- Prepare the budget program and issue instructions to each line managers for proper execution of each budgets.
- Design and recommend essential forms, schedules and reports necessary in the budget procedures.
- Supply full information regarding the preparation of budgets to the other Secretaries and impact of one budget on another on preparation of their budgets.
- Receive and scrutinize the budgets, which are received from the Secretaries/departments revise them if necessary.
- Prepare summary budget.
- Open discussion among the Secretaries with proposed requirements of every department and over all budgets with budget committee.
- Submit the budgets before the budget committee.
- Place the revised budgets before the Executive Committee/Board of Trustees for final approval.
- Seek approval from the Executive Committee for revised budget.
- Provide appropriate segments of master budget to the Secretaries.
- Collect actual cost data from cost office and compares it with budgeted figures and records the same in the budget report.
- Maintain a close link between the accounting records and budget.
- Review the budget manual regularly and make such modifications to improve the administration of budgetary control.
